The only one you can't reliably unlock from just playing the game is the merc. Getting him is RNG dependant. Do the first 3 levels without dying and you'll get the Huntress, who's great based on how easy she is to unlock. This is even easier when you're playing with friends than when you're playing solo.

Blazing/Burning damage needs a tuning of some sort. The scaling past 10-15 levels is absolutely absurd compared to any other elite.

if a blazing Stone Titan elite boss hits you with anything, you're dead if you're under 1000HP due to the insane tickrate

From what I’ve observed, it’s either multiplicative with a hardcap or diminutive. I once rolled 13 Tougher Times from the reroll shrine which would be over 90% block chance in either formula, and my block rate was definitely reflecting a ridiculously high percentage such as that.
However, I typically average 5 Tougher Times on a decent run, which would either be about 56% (diminutive) or 26% (multiplicative). While I do have particularly bad luck, I think 26% block rate has been the better estimate of the two, and thus it is likely multiplicative with an unknown but fairly high hardcap (90-95%? Doesn’t calculate over 13 stacks? etc.)
