Horizontal gearing is a big meme because there ends up being an ideal gearset for whatever activity requires it anyway. All that changes is you carry around 7 different gearsets in your bag with no difference in actual gameplay.
It still exists in the game for autismos anyway, see: eureka i300 downsynced sets, i345/i375 ones for ultimates, even pvp when it still used real gear had a meta with people collecting crit/det gear and ditching the non bursty stats like skillspeed.

Modern mmos are not really rpgs anymore. If stats mattered and you could actually feel upgrades, it'd mean you'd actually feel the consequences for picking wrong too. There was actually a couple of the 4.X dungeons where you can literally sit by and let the NPCs do all the work. It'll take 10min longer but it works. The devs adding the Brilliant Conviction buff was the worst thing they did to the solo instances.

Hell, WAR job quests had a gimmick to self-heal, but now it's completely worthless because you tick back 10% of your HP every 3s.
