My illusion+daggers only Rogue was one of the best character I ever molded in a RPG. Purposefully built so I could do almost jackshit to dragons and had to find other means of inflicting damage in the long term.

really it is
get rid of ores and ingots above steel from merchants and chest loot
add serious protection (armored mages) to all the mine locations
so that you have to actually hunt and craft for gear
decrease exp gain for crafting so that it is default level without any standing stone boost

and various other improvements
i would make level-ups on a set path, meaning you have to get 100 in 2h before you can unlock heavy armor
but actually i would just nerf armor, so you can just focus on the shield skill because its very good
all the vanilla skills are great
except merchants, they need to carry more gold
and trainers need 10x per level, and one master trainer to train them all in riften guild

also combat weapons,
swords need to be slightly faster
and 2h is useless

your build should be 1h (swords), shield, archery and stealth

and magic should be unlocked as a high level end game ability
also with corresponding high level enemies which challenge your high level shit

why cant anyone actually mod skyrim?

I wish I had the patience to extensively mod Skyrim like I did back in the day. It (and pretty much all other Bethesda games) is such a great blank canvas for fantasy/adventure game wish fulfillment, but getting there is such a chore.
