It is getting localised in 2020. You can try the PS2 one (emulate it for free and its the only one in english) and see if its for you cuz ST's srpg part is nowhere near as complex as other proper srpg games. It's focus for all intents and purposes is mostly on the dating sim part.

Only the first game got significant changes content/storyline wise(a whole extra chapter for Kohran among other things). ST2, aside from presentation is near identical in each version.
So, unless you really want to see what Saturn ST1 was like, just play the PS2/PC versions

Both the dating sim and SRPG aspect help with that. You direct the details of the story and interactions with characters, but it feels like a good anime production.
