Shovel Knight does have moveset potential. So does Shantae. This means nothing. Every character has moveset potential, that doesn't automatically make them a shoo-in for smash.

If Sakurai likes the game/sees potential in a character being a fighter, then they're in. That's all there is to it.

No it's not that, he has a full moveset in shit like Rivals of Aether.

It's more that Ultimate only had six unique newcomers and obviously they weren't going to prioritise some western indie character over the likes of Ridley, K. Rool and Simon (the three ballot characters according to Sakurai). Same thing with the other characters that didn't make it like Isaac, Krystal, Geno, etc

And I already explained to you that, just because the CAN work as a fighter doesn't mean they're automatically going to be in smash. This isn't the only thing they care about, ESPECIALLY when it comes to DLC that Nintendo chose. I could spend hours listing characters that people would want about Shantae, because face it; compared to the options we have, Shantae is pretty much a nobody. Why do people bother with this arguement? I’m every Smash game, there have been characters who had their entire move sets composed of random things from their games or even entirely new based. When they can make a full Moveset for a guy who never left his car, or a Piranha plant, I feel like people need to stop using potential Movesets as a reason for a character to be excluded.
