Note the movesets of Blastoise and Lapras, they are quite drastically different.

Poliwhirl was Red's first Pokemon in the Adventures manga and also the Pokemon symbol for the Japan Pokecenter stores emblem until it was replaced more than a decade later by Piplup.

I don't think there's any evidence it was intended as an overall franchise mascot.
