Shipping VR bundled in would be very risky. It would either increase the price of the baseline package (and thus reduce sales) or they'd have to sell at a loss. In both those cases they would be in a very bad spot if it doesn't catch on quickly and isn't highly successful. I think having VR as accessories still makes more sense, but this time I expect better quality than current PSVR and much better tracking without relying on PS3's Move.
