Her costume was pretty stupid but did she ever come in handy on some fights.

Anons I want to replay this game on merciless but should I wait for the new one?

This. She's the counterpart to Naoto due to the timeframe that both are added into the party, but she doesn't fulfill the purpose that Naoto did, nor does she get the proper introduction that Naoto does. Functionally, Makoto fits Naoto's purpose in the plot instead. What this results in is Haru just being irrelevant before and after Okumura's Palace. There's no opportunity for her to develop, and her Confidant has the road-block of requiring max Proficiency as well as being near the end of the game. That means that it's very possible that a lot of people never even got to finish her Confidant (It was the only confidant I couldn't max on my first playthrough and I was PISSED)

Overall, I personally think there's nothing wrong with her, but she's given relatively no time in the overall scheme of things to develop, and there's no real reason for people to take notice of her unless you really like her (which is difficult due to the lack of opportunity to get to like her)
