It's one of the many excuse to prevent the hero from killing someone that needs it. The villain will either get them-self killed or something/someone else will do it.

On the contrary, there is no reason to making him suffer. The point of DD shouldn't be revenge, it should be to move forward and build themselves up bigger than before. SF is dead, his work gone, and you won. Choosing not to shoot him is just rubbing his nose in the dirt at that point. Huey doing it himself proves him right, Kaz and Venom have become something they should stand against. Huey was okay when they were off doing missions and helping the highest bidder, but he was worried that they'd just become killers acting on revenge fantasies.
