Most of them will be in. A couple are too new and a couple others are too old. At least two of the three adult versions should be in, the third might be in because she's a promotional card. There are enough loli versions in that you could make an entire team of her.

Some Background: Dragon Ball Heroes was a whole arcade series for 5-6 years. That game system used 6 cards during each battle and had its own stories that you got to play pretty much complete in Ultimate Mission X. Ultimate Mission X dipped into SDBH very slightly by adding SSB and a couple of cards via patch and QR code because it was popular around the time that it came out.

"Super" Dragon Ball was released like 2 years ago and that arcade system replaced Dragon Ball Heroes. Well i should say upgraded. You can still use those cards in the new machine. The new system allows for 7 cards to be used and the graphics semi-upgraded with a bunch of new mechanics.

This new game will only contain cards that came out from Super Dragon Ball Heroes up to "Universe Mission 2? or 3?" So basically, that's about up to July-ish of 2018 if you want to compare things to what Japan currently has. Japan is currently on Universe Mission 6 which released a lot of Dragon Ball Super Broly Movie Cards.

This games missions will be SDBH 1-8 and Universe Mission 1-3?

The neat thing is that they could patch Universe mission 4+ on the switch better than the 3ds did because the switch should be able to handle more. Now, if Bandai will is another story.

There's no female Majin because Heroes predates them, they were invented by Xenoverse which came after Heroes.

That's not actually true. Female Majins were introduced in Dragon Ball Online, which predates Heroes by several months (almost an entire year).

You also forgot about the most critical issue with this game, it's missing all the missions and quests from regular DBH, including the story-heavy God Missions which includes Dark Demon Realm Saga that is canonically the first major story arc of Heroes and also serves as introduction of the characters and the antagonists.
World Mission starts from Dark Empire Saga which is a DIRECT sequel to Dark Demon Realm Saga and heavily expects you to know the story of it.
Which is why it's so baffling that Dark Demon Realm Saga and other God Mission content at least isn't included in World Mission.

The main "World Mission" is a new arc made exclusively for this game, and then there's all the story arcs from the Arcade version, starting from Demon God Towa up to and including Prison Planet (but only up to UM2, so not all of Prison Planet arc).
I hope that they will at least finish the Prison Planet arc and maybe even add Universal Conflict arc through updates/DLC.
But yeah, you'll need to read up on Dark Demon Realm Saga for full understanding of the story since it's not included.

Heroes is its own alternate universe shit and the general story beats of Xenoverse 1 and 2 happen in it as well but they are quite different.
The stuff with Demigra, regular Towa, regular Mira and Time Breaker Bardock is in the Dark Demon Realm Saga, the one that's not included in this game and the one you need to read the wiki article for and preferably the manga chapter as well.

You don't need to research anything more than that though as the next saga after that, Dark Empire, is included in the upcoming game.
