It's episodic.
Each episode starts with an outlandish pretext, that introduces a major catastrophe in the city.
The player must roam the city, in a light GTA sandbox section. Searching for the bad guys, or whatever the cause of the problem is. Which invariably triggers a huge fight.
Each episode alters the environment quite a bit. Or maybe have some sections blocked off, in order to get the player to focus on the relevant locations of the episode.
