I'm trying to do a list of (near) perfect games or 10/10 games.

Am I missing something? Am I overrating something?
You're overrating a fuckton of games. For one, you're putting Majora's Mask on the same pedastal as Aonumashit, you have Persona 4 over Persona 3and Persona 3 isn't even close to 10/10 either, Okami is heavily flawed, Earthbound is heavily flawed, Dark souls is heavily flawed, etc. And a lot of these games, while they may be flawless, they lack signifigant depth and substance compared to other games. Like comparing a sandwich to a steak, no matter how good the sandwich is and it may be a god-tier sandwich, it'll never match up to a steak. Some games aren't even heavily flawed but still signifigantly so, like Cave Story.

Silent Hill 2 has dogshit gameplay, story, VA, etc.
The hard thing about these lists is that I'm never sure if I should judge a game based on the time period it was released in and/or its influence on the industry or if I should judge it based on how well it holds up even today.
Also, Tetris is the only objectively 10/10 game by any metric.

However you are missing Metal Gear solid which is a true 10/10 as far as PS1 games go (I'm biased but I'd say 2 and 3 are as well)

I noticed you don't have Twilight Princess as a 10, that's most likely my favorite Nintendo game. Mario Galaxy 1 is missing and is also the best in its series. What did you think of BotW and Odyssey by the way? I'll be honest, I think New Vegas is overrated. I'd have given it a 9 or higher but the bugs bump it down a lot. Not a bad list overall.

Don't let nostalgia cloud your judgment; getting to travel to another region is cool, but the level curve is still fucked (even if less than in the originals) and Kanto is still small and empty. They're still the third best games in the series, though, but if you want to get close to perfection, you need Platinum or BW2.
