As long as there's a deep and intricate combat system that's rendered irrelevant by a single punch ending every fight, I'm game

A OPM action game could work, but it needs a ton of effort put into it. For example, it needs destructible environments, since ridiculous collateral damage caused by heroes is one of the running gags. It also needs big levels where you can run around freely, so that characters like Tatsumaki wouldn't feel too restricted. Basically, think "Red Faction meets EDF" but with cell-shading and a lot of jokes.
A story mode could involve creating your own hero with a completely broken character creation system where you could either make a wimp or a god among men and nothing will stop you.
Also needs a lot of eye candy of all sorts. And maybe have an Options menu with a Very Low graphics option that turns the game into an ugly PS1-esque thing with ONE's artwork replacing all of Murata's artwork.

With a character like Saitama the only thing that would work would be getting to the bad guy before he does a certain amount of damage, kills, etc. The challenge would be in the puzzle getting there. The rest of the game could be about the other heroes fighting the dragon level monsters.

Basically, funny/easy Saitama parts (imagine Saitama just trying to get to a sale at the grocery store) and hardcore "make journalists cry because of the difficulty" side hero boss fights.

There are functionally two ways to design the game.
One, making a dull, overly lengthy game where you 1 shot everything and are 100% invincible to everything.
Two, make the cast playable and the game is built around being forced to hold out while completing certain objectives, until a hidden, randomized timer runs out and Saitama arrives and you get to control of Saitama to 1 shot the opponent. You can win with your character under very specific circumstances, but it's very hard.

Everything else doesn't convey the spirit of the story, which is Saitaima is so much stronger than everyone, it is actually comical and it's boring and uninteresting to be as strong as Saitama.

A 2D fighting game. Saitama will be a secret boss that will appear in arcade mode on the hardest difficulty if you do certain criterias. All of his attacks can one shot you so you have to perfect your blocks and counter attack accordingly. If you manage to beat him a cutscene will show him getting excited that he found someone that can challenge him but when hes about to get serious he wakes up from his dream.

simple solution: game is RPG adventure set in 3rd person view. you start off as lowly hero(that you created and powers chosen) fighting your way through the ranks. you take on easy shit at first until you become stronger and more capable of handling stronger foes. once the story progresses to wolf/tiger level enemies, your MC starts to team with other heroes that you meet along the way.

as for demon and dragon, you won't reach those until you are high A or S-rank. that's when the dark souls difficulty kicks in and each battle is an intense fight with heavy punishment. you won't need saitama at this level, since an A or S is more than capable of handling their own. but once shit progresses to dealing with God tier enemies, it becomes a game of stalling until saitama shows up to deliver the finishing move.

the hardest part will be creating a uniquely fun character that fits the OPM universe. not just some handsome faggot wearing a kimon and wielding a katana, you need to put some effort into making your gag hero.

Stronger or not, he is already revealed to be better than saitama on the basis that he actually has a fulfilling life and isn't some depressed retard that doesn't know what he wants.

Either something to this effect , where you go using first contact heroes (C class), then as the level progresses, you start using from B to S. Saitama is one punching goons, and something that forces Saitama to speed towards the final boss, dodging obstacles, enging in the one punch.

Alternatively, a beat-em-up that focuses on side-missions instead of the main one. Say, Boros's location is evident from level start, and you can punch him immediately and win. But if you don't complete the side missions (time based or set by a trigger), the end result is a bad end, forcing you to restart the mission.

I like the former one more, though. The latter is more in line with Saitama's struggle to rank up.

After you use an A or S rank hero, you can use Saitama to deliver the final punch, delivered after you dodge projectiles, obstacles, and punching away goons.

Start as mumen rider. Become new heros as you become more heroic. Most of the fights are just you trying to stay alive until saitama shows up.

Actually I would argue that making Saitama playable in the main game would be a mistake. It goes against the premise of the show. It would be out of character for him to really struggle.

Add in a touch of open world with progressive yet non-linear missions a skill-tree "leveling-up" system, playable fave heroes with their own skill-trees, a "likability" meter from the other Heroes towards Saitama that influences how other characters/citizens treat Saitama, which also affects his experience collection, ability to take-on high-ranked jobs/enemies/1-1 boss fight challenges (is he a glory hound who steps-in to fights that other heroes seem to have well in hand? Is he an asshole who lets other heroes die before he can be bothered to help? Careful gauging when/if to step-in is a must-have skill to keep Saitama's reputation with the other heroes strong)... and will also make playing alternate characters easier (if they like Saitama) or impossible (if they're dead).

It's a hack and slash where you play various heroes (from mumen rider up to tatsumaki). There are special bonus levels where you play as Saitama fucking shit up and after beating the game you unlock a new game+ dream mode where you can play through the whole game as Saitama but every enemy is actually a threat

The difficulty is not about how hard the fights are, but managing Saitama's reputation and motivation.
If it sinks too low, he just quits the pro hero thing and goes back to doing whatever the fuck, and you have to play as Armored Clerk for the rest of the game.

You do normal people jobs to make money.
On your way to/from work or at work you run into heros and villains that drag you into "quests".
To "win" fights you balance between getting bored and using energy (energy doesn't auto regen).
Winning too fast makes you bored and winning too slow wastes energy.
When you get hit you don't take damage, but you lose money you make from your job.
You use money to buy food to recover energy and "power ups."
Power ups consists of better moves that make you less bored or take less energy and max energy increase.

The game plays like Streets Of Rage, where you go around with your favorite hero and beat up whatever monster gets in your way towards the big boss fight.

If you play a strong hero like Saitama, you have be careful not to rack up too much collateral damage from throwing monsters into buildings and such, or else you'll be tossed out of the hero association and lose.

Medium strength heros like Fubuki would have worry less about collateral damage and more their health.

Weak heros like Mumen Rider get huge scores for defeating monsters, but is obviously is the hardest to finish.

Fuck that, make Saitama not playable. You only play as Genos, so you can do a big upgrade system, and most fights are borderline impossible, harder than any other game and you only get one chance. Once you job (naturally), Saitama appears and oneshots your enemy. It keeps up until the Boros fight where you can finally use Saitama. That would be the easiest cakewalk in the game, and it'd end afterwards. Perfect game, imo.

God Hand but expand the movelist by as many moves as you can fit. Saitama is unlocked by beating the game on the hardest difficulty with no hits taken.

Because Madhouse went bankrupt a decade ago and only even exists now because Hunter x Hunter 2011 was such a hit. All of the real talent behind season 1 was outsourced and they can't afford this again.

The game is a DMC-style beat em up but with a twist in that instead of actually fighting enemy you have to dodge/block against their attacks. The point would be to keep Saitama from getting "bored" and insta-killing the enemies by making the fight interesting, such as forcing the enemy to transform into their final form or enemies double-teaming Saitama in vain.

The boss fights could last anywhere from a couple seconds to 10-20 minutes depending on how much the player keeps the fight going.

If Saitama has to be playable, just assume he's holding back with most of his attacks and give him a serious punch for whatever his ultimate would be. To illustrate his overpoweredness, give him HP like everybody else but write the words "Boredom" instead of "Health."

I'd like Create-A-Hero as well, the game can be something on a large scale sort of like the Attack on Titan games. That way you can even have the other heroes just running around.

60% of the game is playing as the Hero Organization, sending out units to take care of different problems based on their threat level.
40% of the game is when a Dragon or higher level threat is put out, you can mobilize units, but also keeping your units happy will impact who you can choose from higher levels.
Saitama is playable only as a "Game Over" option. There would be no real game overs, instead you take a hefty debuff in stats from both public approval and hero happiness and get to play as Saitama 1-shotting the enemies. This only happens if you lose at a high level threat which can happen if:
A) You suck at fighting
B) You sent too weak of a character to deal with a threat or were unable to send out enough units.
S Class Heroes have their own special menu interaction above all other units complete with text based dialogue. They will not always go to a threat just because you want them to, and failing to get them to go would cause you to have to deploy an A rank hero.

This but you play as Saitama and you do have a one punch button though you're heavily incentivized to be stylish. Bossfights are less battles and more tests of endurance that intensify as you survive longer, giving the bad guy their 5 minutes of fame. Alternative characters lack a 1hit KO. The Heroes faction would be responsible for canon grading and add bonus objectives/conditions to meet such as low collateral or surviving X time before one punching.

Maybe where you play as Genos half the game and that's where you can die.

Or have one of the stronger characters show their face and beat the shit out of Saitama

My ideal conclusion for the series is for Saitamer to finally get the absolute shit viciously kicked out of him, and he's just straight-up fucking killed, and he dies with a smile on his face because he finally got what he wanted.

It doesn't matter what the premise is, if you want to make a combat focused game, the combat itself has to match the choreography of season 1 of the anime. And it should use the same music, of course they would have to make more because the soundtrack would get boring but still, the anime was succesful because of the fighting scenes and music. Nothing else matters. You can just do some shitty story about Saitama dreaming or losing his powers or just being gone. Fuck, make it so he's just on a shopping spree thr whole day and this is the day EVERYONE attacks the city so the other heroes have to manage without him. Play as Genos, Blast, Tatsumaki, fuck, put everyone there and make Saitama an unlockable character for 100% the game. Let players unlock characters like Garou, Sonic and other villains and fan favourites. It's so fucking easy
