Because most movies/shows and video games are made in North America. Anything "foreign" is free game to use as faceless bad guys or goons to be used as enemies. If USA ever fought against them then they're even more likely to be used for that.

I work with a guy from Guatemala and another guy from El Salvador. They are stand up guys. I think it's honestly because they're so close. I can have pity for people from Venzuela having to deal with their bullshit but they actually put up a fight. The guy who I work with from El Salvador was forcefully recruited into the military at like 14 and had to deal with a ton of shit but he still tried to stop things that were going fucky until he couldn't. Mexico has a shitton of problems but they have such an easy out that nothing will change until they are forced to make it change.
