Navi 20 maybe, but that won't be coming this year. This year we're going to get Navi 10, which will be oriented around the mainstream segment and is an incredibly plausible choice for new consoles. I'd expect GPU performance around the Vega 56/64.
These specs don't really look that plausible, especially using 2 different types of RAM seems like an extremely peculiar choice. Why would they bother sourcing different types of memory and then using die space and power on 2 different RAM controllers? It makes no sense, plus I can't see any actual reason as to why they would want the OS to run on DDR4 in particular.

Games, as they do and have done, could use it for caching. Could shave off or eliminate loading times in some cases.
Also remember that's shared between EVERYTHING the game is doing, unlike on PC which is split between system RAM and say GPU video RAM.
Huge textures, levels, assets, as well as non-video related stuff will pile up.

Consoles won't have separate RAM and VRAM. At 4K I've seen like 10GB VRAM usage alone, while system RAM usage can also be fairly significant. Add those together and 20GB isn't going to be so far away anymore, so it's not such a huge exaggeration for consoles which are supposed to remain at least somewhat relevant for 5+ years.

The RAM prices despite being down is the only thing I am skeptical about for the leak. The 20 GB of GDDR6 easily can cost up to half of the console's base cost with how new GDDR6 is and having 4 GBs of DDR4 in addition seems a bit of a backwards step when it can be also GDDR6 as it eliminated the heterogeneous memory system for consoles that development studios like. I would just wait for further leaks, track records for specific places aren't reliable enough, pseudo-anonymous leakers with track records are better.
The CPU and GPU seem plausible but no one in the market has Zen 2 or Navi yet so can't judge until they come out later this year. 2 TB HDD seems backwards when an SSD + HDD combo or SSD only would be a better way to go for load times with how cheap SSD is, if not only to store your latest game and console OS.

PC preserves games, console only keeps the games on a lifeline for as long as the current generation supports the game
On PC, even games that have long been canned by the original developers, keep flourishing, with recent example being Age of Empires online, which died due to mismanagement on Microsoft's part and the inevitable death of GFWL. Fans supporting the game managed to rebirth the game, they keep the game free, they give all the content available for players and even keep updating it with new content all the time and the community can be as big as +20k people at a time
all the aformentioned console games that "died without getting a proper chance", who's keeping those alive, other than that one user that even remembers their name?

If that were the case then people would have liked it but they didn't because the changes went beyond the gimmick and into the amount of levels, content and unlockables as well as the bosses.
Also remakes and reboots are two entirely different things. The 3ds version of 64 is a remake, this was a reboot where the only similarity was the story and locations.

sony brought WISSE which is the company responsible for games being 80gig they are the sound engine company and yes games for the last 5years have got so big because of sound. titainfall1 uses wise for instance and in origin you can see in the download the actual game is 10gb but 30gb of the download is audio only.
with sony owning wise they will compress the sound more and allow for multiple versions per language (atm wise charge per language published so publishers just put every language in one massive 80gb file)
games next gen will be smaller than the ones we have atm even if they 8k textures 4k textures are not the reason they are 80gigs its weird audio publishing rules from a shittle middleware company wise but now sony owns them Sony games will drop in sive massively and actually start being able to fit on disks again.
