It's called Risk.
It's kind of awkward, because you have effectively have to learn 2 traditional games' worth of rules at once before it clicks together and makes sense. The hand building and tile stealing is basically like rummy, but the point scoring and han building stuff is sort of like poker. If you only learn one aspect and then try it it ends up frustrating.

Chess rating. It's how a lot of online servers and real life tournaments do matchmaking so you're placed with people of comparable skill. You gain or lose points for winning/losing matches, which is weighed to the relative strength of the person you're playing against (e.g. a low rated player gains a ton for defeating a high rated player, but high rated players get very few Elo points for beating low rated players).
For example, to get the title "Grandmaster" in chess, you need a rating of 2500. Garry Kasparov had a peak rating of 2851. My rating is around 1200, which is scrub-tier.
