If its taken to an extreme yea. Theres a difference between say not using an exploit to kill a boss in 2 hits and coming up with a set of elaborate rules just to make a game playable like BOTW/open world faga tend to do.

Beating a game isn't fun if you can just effortlessly breeze through it. It's more fun to challenge yourself. That's not "balancing the game for the developers."
