Get Color up and just run around fully charging blue rose, then lay into him with showdown and full charge buster arm. You do all that by running back and forth over and over and jumping/gerbera over the beams and reflecting his fireballs back.

I used a loadout alternating Ragtimes (for the Break Age) and Buster Arms (insane damage), and decided to be a big coward and only parry the firball with payline. Also Nero being able to pretty much quadruple jump trivializes a lot of the attack e throws at you.
