It was actually thanks to someone making very faithful sprite animations for Pac-man so the SSF2 team op'd to add him to the roster proper.

That's what I referred to, they had him before Smash no matter what.
Bomberman is the opposite, SSF2 had him playable first, Smash had him as an AT later.

Official Smash takes 2-3 years tops. Try doing the same as say, AM2R and expect people to still care about the game. Beside this allows good balance/glitch fixing that can't be done just banking on "do it right the first time".
