Not really. Black people have a strong presence in american media, partially thanks to hollywood. Even then, we don't make blacks the majority of our characters. They are the minority in video games, just like in real life.
The situation in Japananese games does not reflect this.

Here’s some insight into Japan’s creative process.
Japan is filled with Japanese people. Any place filled with one kind of people will tend to look A LOT THE SAME SHIT, and therefore their media would be filled as such.
If every character churned out of Japan looked like how Japanese really look, they would sell shit. It’s why anime characters have pink and green hair.
It’s why Japan actually liked Scarlet Jo in the GitS movie despite being ill received in the West.
US has a lot more than just white people so it’s common for us to diversify. Japan has to get a little artificial with it because of the lack of actual diversity over there. HENCE characters like Mario who look nothing like Japanese
