I'd put it down to a few things. One is people don't care that much about new characters in fighting games, granted a lot suck but fighters sell on nostalgia. Many people also haven't played much SamSho, so the old designs are pretty new to them. I'm willing to be no one here played SamSho 64, so at best they know Shiki from CvS.
But mostly cause classic SNK designs are top tier
