Well, it is at the start and it kind of stays that way I want to say for like 5-10 hours. But there is a point in the mid game where it becomes increasingly easier (if you defeat optional bosses and mini bosses for the vitality and posture, tools and items).
Early game = very hard
Mid game = easy to challenging
End game = holy shit this is hard
with the way people were talking about Demon and Isshin, I was disappointed when I faced them

After you rewire your brain to not play the game at all like a Souls game, throwing out all the waiting-and-watching and dodging and poking and learn to be aggressive and just deflect everything, yeah, the game becomes actually pretty easy.
I think I died to Shinobi Hunter (did not have Mirikiri) and Lady Butterfly more times than I did the rest of the game combined. Afterward, the horse guy was a joke and no boss really ramped back up to those levels because I already made it over the hump with the learning curve. I think Sword Saint was like 5 tries and that was definitely the most I had to do after making it out of Hirata.
I felt that the game was incredibly rewarding after everything clicks though. Combat's really satisfying with the back-and-forth nature of combat, rhythmic clanging of swords, and super satisfying deathblows to top everything off.
I think I'm still on the fence about how perilous attacks work. Same kanji for everything, DANGER, regardless of sweep, thrust, or grab, seemed weird for me at first, especially since there's a lot of overlap in enemy tells that happen extremely quickly. Like you'll eat a lot of shit from enemies who have two kinds of those moves as you get them confused with each other. Also, the tooltip is just straight up wrong about using step dodge to evade grabs. That shit doesn't work since tracking is insane and a lot of enemies have grabs that go really far. It's much easier to jump almost every grab in the game. All that said though, it really does work to make the player feel like an expert after they've gotten every enemy's pattern down and knowing which is which. Plus, it made the big fights in the game cooler with a tiny little detail that characters like Genichiro go low and charge their unblockable, sweep or thrust, because they're moves are hidden by the tall reeds.
Unironically agree with Isshin. At least his 4th phase shoulda been a lot different
