Because it's usually just a facade for basic game mechanics like "attack" and "heal." And whenever they do try to incorporate more clever magic it becomes a major exploit. See: Time magic in Final Fantasy V.
fun magic takes time. this is worthless for videogames where you want enemies to die as fast as possible.
Magic is limited to imagination in theory. In video games for balance reasons as well as less work, it's what color of ball you want to throw.
Magic in gaming works best when it emphasises utility outside combat.

zero creativity. i would make a spell that lets you literally use a terrain adjusting toolset from a 3d modelling package midfight.
You have to take into account player agency and balance. Remember that guy playing mage in D&D just to try and bend the rules? Now imagine accomodating him with a strict set of rules and no gm to go his way.
