Except it's true though, he really doesn't have a character, it's just Vergil's exaggerated human side. Despite him even looking and sounding differently he's just a facet of Vergil.
Capcom and Itsuno even simply see him as Vergil officially now or just some part of him. He can never be anything else again to the consumer now that the mystery has been laid to rest. So out goes four years of development on his game play mechanics just to keep Vergins satisfied.
