If enemies are bigger than you they are more intimidating, which is good for immersion, and it's easier to see what move they're making, which is good for gameplay.

Characters in these kinds of 3d action games tend to be shorter than enemies so they don't block as much of your vision of the enemies when fighting.
It's one of those video game things, like the huge doors you see in 3d games that don't match actual door sizes.

You can kill the giant carp in fountainhead palace, to do so talk to the guy in the pot in the river after having spent some scales on him, he will give you some bait, if you feed that bait to the carp it will die and appear where you fought the ape, that turns the guy in the pot into a carp, somehow.

It is actually game design related, based on how their lock on and camera system works. Basically, animations and enemy tells are easier to read if they are bigger than the player. This is made more significant with the camera being behind the back with the lock on camera. To avoid the players back from hiding key tells of enemies and opponents in front of you, they make many enemies larger so that their arms and weapon are clearly visible even if the player is directly in front of them. Notice that even smaller enemies are signifigantly squattier and wider? Similar reasoning, these enemies are wide and low, so it is easier to see their entire animations between the players feet and to the sides of the player model. Many of these enemies also back up, have very long build up animations, before doing an attack to charge at your quickly from a distance. This is all to avoid them attacking you while their tells are hidden by the players character model.
