Savescumming isn't a gameplay element, it's something the players themselves do but isn't encouraged by the game. Fire emblem games tell you to be very careful with your nits because they can be lost forever, in Heroes you have to spend 2 more minutes if you lose someone.

It would just make higher arena and ar tiers worse, since then everyone would running with ridiculously optimised units like 0 speed 65 Def/Res armors or 0 Def/Res 80 Atk magic nukes, even before skills or weapon effects come in
