It depends on what you mean by political.

If you mean a game that doesn't have an intentional, planned message, then yes.

If you mean a game that does not reflect certain worldviews and subjective opinions or ,push certain ideas over others, certain ways of looking at things over others, then its impossible outside of maybe shit like pong. You can't portray any kind of society or culture without it being political the character of those things is what politics is.

Even Mario is reflective of the politics of the society in which it was made. The reason they can use the furniture of feudalism is because feudalism is seen as a semi-legitimate pre-cursor to the modern world. People have the impression that it could be relatively benevolent and benign, and that it was sort of quaint. You couldn't, for example, have an equally cute General Secretary of the Soviet mushroom Republic Peach, because people have different political attitudes to 20th century communist states than they do midevil European Kingdoms.
