It's because they're boring as fuck. The game baits you into chasing after ranks for items, but to get Master Ninja on a stage means beating it without being seen or procedurally waiting for your kills, so you often have to restart if there's a single fuckup.
The game entices you to play it in the most boring way possible.

They're not even the same genre of game, and the stealth aspects in Sekiro are dreadful. The AI doesn't even notice dead bodies or climb onto roof tops to chase you, it can't pick up or use items. You can only grapple onto magical grapple nodes. You have fuck all stealth kill variety. You have fuck all items and tools at your disposal. Enemies don't attack other enemies. Enemies arrows magically go through each other. Tenchu enemies have sight, sound and smell, Sekiro's can't even hear you standing above them firing explosives like a mad man etc
I like Sekiro user, but it's stealth aspects are woeful, even by 1998 standards.

fatal shadows is the best game in the series by far. not only does the combat actually have depth for once but the gameplay is focused entirely on stealth and strong level design/replayability because they deliberately avoided any kind of gimmicks or supernatural monsters to instead go for a samurai movie asthetic

I've had good experiences with pcsxr-pgxp, epcsxe and Retroarch running Beetle PSX HW.
I'd recommend Retroarch with Beetle PSX HW for Tenchu 1/2, the PGXP options that help reduce texture/perspective distortion are really nice in Tenchu.

You can get Master Ninja by being seen a couple of time, yes the AI is really dumb in term of chasing you and spotting you. Also the enemy position is really bad because the levels are too tight so it's hard to have more than one enemy on each room. this becomes irrelevant when the point of the game is to assassinate.
This also doesn't change the fact the game has a really great fighting AI and tons of tools and abilities to play like a ninja.
The game is far from boring. It's the only game I can get back into without feeling bored

Yes the plot was somewhat superior to WOH and more conscise, the bosses had more characer and the character movement was faster
But the levels were complete trash and non memorable, they were mostly forests and almost no interiors.
They removed tons of abilities like hanging on the ceiling (probably ebcause of the lack of interiors).
And as far as abilities go you can't do things like gif. related. They removed really cool mechanics such as that. In Fatal shadows Rin or Ayame would not grab the ledge. This particular detail is actually really important expecially in WOH if Rikimaru does the assassination where he gets on the enemies sholwers and them jumps back. I've done plenty of assassinations like that where I would die if Rikimaru didnt grab ontot he ledge. I've also died like that plenty of times on FS because that mechanic is not a thing.

Because I can tell you right now, they do not react to dead bodies. They react to you and you alone.
If you're seen once, you HAVE to start dispatching enemies (2 per spot usually).
The enemy fighting AI is atrocious once you figure out how limited it is: it's designed to punish your combos because you frame trap yourself for like 120f+, but just using single swipe and thrust is enough to shit on packs of samurai.

I'll give you that it is inconsistent and not every enemy type will react to a body, which is definitely shit stealth mechanics, but saying that no enemies at all react to bodies is a lie.
I'm not saying Sekiro's stealth mechanics are anything but half baked and barely functional, but body detection is in.
I like stealth, but I also like the game not sucking shit if you're not using it. The best part of Sekiro is once you get cloud and a few upgrades, you can do most areas almost entirely in stealth, but you don't have to either.

I was at Ashina Castle after the first invasion, killed one of the red 2kat enemies, jumped on a high roof, and another red 2kat guy came by, saw the body, and reacted to it. Like I said here not every enemy does it but some do

you make some fair points, but I still think fatal shadows is better. I'll take levels like following someone through a town from the distance over "go through this temple of instant death pits and no checkpoints for 50 minutes". the interiors lead to too linear level design where you just kind of go along the path and stab someone when their back turns, a more open area leads to it being harder to get past everything (and the game still has its fair share of interiors)
as for the abilities, fatal shadows overall wins out. first of all you can still cling to the roof (could be you didn't unlock it given that abilities are now based on scrolls you get through playing the game in any level well instead of one ability per level you can get). fatal shadows also has lots of really great moves like being able to stealth kill with perfectly aimed shurikens, wall running or an item that lets you hang in a wall suspended for a while, being able to stun people instead of kill them (great for the innocent villagers). every single ability and item from wrath of heaven besides the thing you posted and mind control show up in some form in fatal shadows and generally they're made better or more interesting and I feel like in terms of level design your .gif is probably a fair trade for fatal shadows bringing back swimming from the PS1 games.
it's also got a great ass soundtrack, more enjoyable combat and more of a focus on replaying the game and challenge modes. I mean listen to this shit youtube.com

it's a way better game, you simply have more options and it's focused more on being a game first and ninja scroll fanfiction second the way WOH is. I played it a shitload when I was younger but it's the weaker game, probably because fatal shadows heavily takes assets from it in order to expand on it

Not that guy, but it technically is now. They own the rights to it, Activision sold it to them. The licensing for the franchise is a nightmare though, because so many people have published it even Sega. Z was published by From Soft in Japan.

It's everything like Tenchu 1, and I was a person who thought they were bullshitting when they said it started out as a Tenchu sequel. Compare Onikage against the purple minister ninjas, Mei Oh against the bosses that use lightning swords, the weird animal bosses against the fucking bear and animals, how stealth and AI boils down to just being behind an enemy and hitting attack to do an invulnerable animation. Even fight pace of the block swing block is tenchu 1 as hell, the only difference at all is it's newer engine so bosses can do fancier shit, everything is sped up hugely and no semi tank controls. Because of this everything flows a lot faster and there's less punishment for being spotted, you can take on groups of enemies even if you both act the same in straight combat as Tenchu 1 down to your health numbers but the mobility breaks open your options and aggressiveness.
So it by all extents and purposes what a modern high production Tenchu 1 would play like today, mixed with a bit of Otogi and Soul's death checkpoint mechanics. That's without going into the similarities of Rikimaru and Sekiro himself and both characters coming back from a "assumed death". Sure, I'd like to see a stealth focused actual Tenchu but this still works great as a action focused spinoff and sates what fans are left a little.

And that is all the games that are worth your time.

Try a three point turn, run behind them perpendicular to the direction the enemy is facing, then back/turn into them a little. I suspect that's how i've always been pulling them off by accident.
Alternatively a roll reversal would make it pretty easy, just run up on them, reverse roll, execute. Tricky to do on a moving target i'd imagine, but a stationary one would be pretty easy with some practice.

once your seen the problem with AI is that it desnt chase you for too long and then when they enter caution mode they walk around for a a short while before walking back to their path routine. This is the flaw with the AI.
The other problem with AI is that it never avoids caltrops and the bosses are easily defeated with smoke grenades or regular grenades.
I don't think the AI is easy to fight, the reason is because its unpredictable and they actually block attacks so you have to bait attacks to punish their wiffs.

Amagai Castle? Thats easily the best mission in WOH and no mission in FS compares to it.
WOH level design had more entry points and ways to navigate and didnt feel like a linear corridor. Infact the playthrough with other characters inserts the player in different spots of the level. This is far better than FS, it actually feels like you have to explore

no, the Buddhist TEMPLE, like I said. which is overly long, only has one route that actually leads to the end and is full of instant death pits where if you fall into them you need to do the entire level again, and generally only has like 1-2 enemies per area so it's quite easy to sneak up on them and take them out

While I'll agree that the PSP ports aren't as great and cannot be compared to their original PS2 counterparts, I was still mind blown over how the those crazy bastards over at Japan managed to cram both Wrath of Heaven and Fatal Shadows into the PSP and made it completely playable. It's basically like playing a PS2 game on the go.

No, the gameplay is very similar with the advances of a newer engine. Hence "if tenchu was made today", the reason I compare it against Tenchu 1 is because the later Tenchu added more mechanics focused on the ninja portion while Sekiro has bare bones stealth exactly the same as Tenchu 1. Go dig up the latter bosses of Tenchu and put it against a guy playing Sekiro who isn't playing it like a Souls game. Sekiros gameplay is so simple in its core it doesn't depart far from it, the bosses are just doing fancier moves which you'd expect against a earlier PS1 era game vs a game released a week ago. Sekiro is more similar to Tenchu 1 than DMCV is to DMC3 and older games that are all within the same series.
The only real different is very little body awareness, but I can see why they did this (it would kill the pacing otherwise).

I believe you can really see the skeletal structure of what was Tenchu there, it's very much a DMC1 - RE4 situation where parts were added to make it more actiony and sped up and some art and characters were changed around to accommodate the new direction which might've stemmed from a marketing brand association thing (ie if we don't added more Souls aspects it won't ride off Soul's brand power) Seki himself could've been a retooled Riki like how Dante was originally Leon Kennedy.
