In 4 you would have police attempt to box you in while moving and then brake to stop you, and the police didn't have magical always know where you're going/hiding vision like they do in GTAV.

GTAV you can pick the most absurdly hard to get to hiding spots with zero witnesses and the cops would just beeline right to you immediately every time. Or stand around at the nearest point they can pathfind to and see you through a wall.

Besides that driving in IV was just more fun, as you wrestled your shitbox around every corner. In V, it's basically effortless to get around. Driving is 90% of the game, so having it be so brain dead is detrimental.
