Steam has been very back and forth when it comes to content released on its platform. About a year, maybe half a year ago, it started to allow lewd content, but then followed it up with a string of bans. Regardless of content policy, I'm not paying someone to distribute my games when they can just as easily redact it later on. Steam desperately needs sensible and clearly defined policy, or else it will drive away foreign content creators from releasing on the platform.
