Wouldn't be the first time that injunctions from Sony for them to allow you to be released on their platform changes the content of other platforms. Tales of Vesperia for example was released on X360 with cut content and never had a DLC to get the PS3 content because you had to add new content exclusive to Sony platforms for them to allow you to be released if you were to release a game on X360 first.

Here they just force the devs to make the changes everywhere so that you can't single them out on the censorship. It's just speculation but I absolutely wouldn't be surprised if that was the case, especially since they are dominant on the market right now so devs will do what they can to please them.
