Something like War in the North. Simple, fun, don't mess with the lore, can be enjoyed by hardcore fans of Tolkien and normies; just a party of random warriors killing orcs.
I liked the concept of Lotr:C, but the game was far from lore friendly with a fucking OP mage class and invisible assassins.
So another go at that genre would be welcomed.

Mount & blade style game, set during the second age. Early game is Numenoreans colonizing middle earth, elves fighting Sauron as he reveals himself after the forging of the rings, dwarves mostly keeping to themselves if they accept the rings and growing insanely richer. No stupid magic, healing spells & fireballs. Natural resources & military supplies (lembas being the best but expensive to make at high production maybe?) are important. End game is mustering the biggest army possible while under Gil-Gallad & Elendil and sieging Barad-dur. If playing a Numenorean, you would have a choice: follow Elendil or Ar-Pharazon. If the later you survive the akallabeth and become the leader of the black numenoreans, settling in Umbar (or elsewhere if you so choose), ally with Sauron and duke it out against the Last Alliance army.

Mid-game would be to build up your settlements, forces, populations and ressources while fighting the occasional orc party becoming more and more numerous as time passes, making Alliances with the humans & dwarves that appear from the east from time to time. Endgame is Dagor Bragollach: survive Glaurung, Gothmog and his Balrogs, nonstop stream of orcs. Final boss: you play as Fingolfin battling Morgoth. Dlc: Fall of Gondolin.

There are only a few ways to make a good Middle-Earth game now: focus on the original stories of the Silmarils and the Sons of Fëanor; the Fall of Gondolin; or a new IP set to the South or East and not reveal any connections to LotR until well into the game.
A Kingdom Come style game where you are just a minor lord in a small region of Gondor with a localized plot could work really well. You could even set it in the War of The Ring, and just tell the tale of how some understaffed, backwater castle was able to repel a horde of Uruks or something.
