That’s because during Oblivion’s development they decided to deviate from the established lore and make everything tolkeinesque to capitalize on the success of the lotr movies.

I hate how Jackson made Middle-Earth look abandoned. That Minas Tirith painting is perfect example. In the book there are farms and villages on Pellenor fields plus docks. In the movies, everything looks desolate and randomly placed with no background.
