I looked at some PS1 footage and for a tumble (ie hit by any explosion or the warp orb) is about 3 seconds. However you maintain your momentum into the tumble, which can keep you moving forward or into hazards, so your mileage will vary.
Not to mention that acceleration, even for Tiny/Dingodile gets you to a high enough speed quickly enough that you can start powersliding and getting miniturbos in under a second once you regain control.
It's nowhere near as bad as Mario Kart where a tumble from an explosion takes you out of commission for 4+ seconds in the games prior to 8. In 8 it looks to be about 2.5 seconds but you lose all momentum you had. Plus it's a lot harder to generate miniturbos in MK from a standstill since snaking isn't a thing anymore, so getting back to cruising speed takes more time.
I think CTR will be fine, even if online will be the first time that people get to experience getting slapped by Warp Orbs and N. Tropy Clocks since those aren't used by AI racers.

I honestly don't know if battle mode would be tooled to support 8 player lobbies online since the maps are so small and designed for at-most 4-player splitscreen.
I mean it's segregated from online racing lobbies already so that might not be a problem at all but when it comes to friend lobbies they'd have to decide whether they want a spectate sit-out system in place while losers get eliminated or if they try to design larger stages to accommodate...or just let it go fucking ballistic with 8 players.
