Two reasons
1. It's my fetish.
2. Videogames are an interesting exploration in the notion of "control" and are one of the few mediums capable of taking/adding/adapting the control offered to the player. I think there's a lot of room to explore a variety of methods of "controlling the player" within the medium that isn't present in others. Bullying is (by one viewpoint) a method of controlling or "exerting power" upon another (by specific methods) in order to get a desired response. Having that directed to the character the player is supposed to be "in control of" creates an interesting perspective.
