Very few people are going to buy an Xbox one now that the generation is over, and very few people are going to buy the next gen Xbox just to play old remastered games. Cuphead was meant to be exclusive to Xbox One and personal computers but probably only sold 800,000 on Xbox one. Microsoft decided to cut their losses and release it on the switch since it obviously isn't convincing anyone to buy an Xbox one. They can make similar decisions with their other IPs that aren't making them enough money
