In the Japanese original he was constantly drunk as he is a "drunken master" streotype. For some reason this was censored in the US release to be a stutter despite alcohol being referenced already in the game.
I actually like the stutter though, it makes him feel more original.

They even cut out the death of an important figure which made you wonder in the end what the fuck even happened to him since you never hear anything from him again after a certain point.
