Because Shantae has contributed BUTTFUCK NOTHING to the gaming industry. The other third party characters have at least earned their keep in various ways. Megaman and Castlevania were among the most well regarded NES franchises along with Zelda and Mario. Bayonetta has strong newfound ties with Nintendo, so it made sense to add her.
A character like Reimu would make a lot more sense, as Touhou had a tremendous impact in Japan culture as its popularity helped grow the indie/doujin industry. She is the FACE of the indie scene in Japan, so if an indie will be playable at all, it'll be her. Frisk would also make a good pick, as Undertale was an indie that had a huge breakout in popularity recently. He also has the advantage of being popular in America. Cuphead is in a similar vein, but has the advantage of a better movepool potential.
So please, explain why Shantae is more likely than any of these characters.
