In the games you often see gym leaders/kahunas or even champions involved with investigating big pokemon incidents or team whatever's fuckery.

It's likely outside of their sanctioned training/trials they're responsible for something resembling a specialized task force for stuff bigger than petty crimes or minor damage(which police would handle) since it's not like there's much else resembling much of a bigger government outside of towns.

You're right in regards to Surge, which means the parents of most trainers and quite possibly trainers who got started at the same time as Red and Blue would be old enough to likely remember said war. You can kind of appreciate the intended-or-not subtext if you remember Satoshi Tajiri and probably most of the OG GameFreak crew were born in the 60s, children of people who lived through WW2 and the American occupation.
Of course, for all we know, so far the games have taken place in equivalents of Japan, the US and two European nations so said war could've just been Unova fucking around in the middle east or something.
