By design he is flawed. If he can reach objectives as fast as everyone else, he easily deletes entire teams. If he can't reach objectives as fast as everyone else, he is useless.
He is simultaneously fucked at close and long range. Give him an answer to at least one.

1) add a fucking Bootlegger, come on. Just make an item that makes him 30% faster and reduces knockback or shit like that.
2) remove health reduction from the knuckles thing, they're already weak enough.
3) idk add him a single shotgun thing that is basically force-a-nature with one bullet and even more increased stats (except spread) on shot, still better than nothing

He is viable, but if you want to buff him he could get a backstab shield like Sniper gets, or a helmet that eats one headshot in the same way. Personally I don't think it'd break the game to give him maybe 10% more damage per shot.
Give him a surface to air mortar. Slow rate of fire but every shot flies in an arc. The shot will go up, then it will fly down where you aimed a moment later, exploding and doing some knockback. This means he can passively suppress conc-jumping Solders or Demomen while still fighting whatever is on the ground.
