I dunno, he was still pretty competent in the Genesis games. Without his upgrade to the Tornado, Sonic would've never been able to reach the Death Egg in Sonic 2. He stayed pretty competent (with a weird sudden phobia of Eggman in SA1 which he thankfully quickly got over and by SA2 he routinely pushed Eggman's shit in (though he did drop the ball in that one scene with the fake emerald)) until Heroes where he became Sonic's bitch boy in basically every game forward, and by now he's totally useless. Tails' big gay yellow tablet does more than he does nowadays. It also serves as a constant reminder of Tails' unavailability as a playable character, as a nice bonus.
Knuckles might have been hit with the stupid stick, but Tails was literally neutered in Sonic Team games. Thank god for Mania, at least, where he actually does shit besides screech for Sonic's help at the drop of a hat.
