I mean, it's true. The physics engine in IV is better than V, there's a hell of a lot more parts in the skeleton and cars in IV which makes it transition a lot more smoother.
The driving is a hell of a lot better. Although the cars are a hell of a lot heavier, it still portrays driving irl a lot better than V. ie, handling is improved when accelerating less, a more realistic length of breaking speed, taking mass into consideration, etc.
