They "updated" models and graphics at one point later in the game's life and there's a reason it actually got worse when they did that.

In the mid 2000's when TF2 was being developed to launch as a brand NEW game, it was critical that the game look as impressive as possible to compete against other new releases.
When they redid things later, TF2 was old. It was no longer subject to comparison against the bleeding edge of design and technology. Rather than a push to be the latest and the greatest, the redesign was just a humdrum optimization and touch-up. So less care was taken, as less was at stake.
