Slaking can hit hard every other turn and has recovery. Regigigas needs to not get statused or take a ton of damage for 5 turns in a row without switching before it can do anything but use Confuse Ray.
Regigigas might not even be that bad of a mon if it had access to some recovery. It doesn't even get Rest.
