i wouldn't say that is necassarily true, if a painting is defined by how it looks, music by how it sounds, etc. then a game should have artistry in its game mechanics. for example, tetris doesn't have any deep meaning beyond stacking and clearing blocks, but the game is elegantly designed enough to be considered art

A video game could be a work of art, based on the criteria described, but to ask if all video games are art is moronic.

Videogames are capable of being art, but most of them are just schlock.

Much the same way you have art films, and summer action flicks. Or artistic music albums, and pop tripe. Or for that matter; a masterful meal, crafted by a genius chef, and burgers with fries and coke.
Even drawings. You have the Moana Lisa, and you have comic book super heroes.

All of these things allow you to make art and generally be artistic, but all are also businesses driven by a bottom line. And if profit and volume of sales are your only concerns, then it's not art.

Something like 99% of all games ever made are decidedly not art, IMO. But it's becomming more common to.see artistic games in recent years.
