Because good art direction is one of the best things you can have for your game, and low-poly forced some devs to get creative.
It also gave us pre-rendered backgrounds, which are amazing.

People tend to either try hard or not try at all. If something's hard enough, only those willing to put their soul into a project will actually bother going through with the effort. Honestly, I try to keep things classic or emphasize the old-school more with NTSC/TV output filters rather than cleaning things up. About the only PS1 thing I tend to try to remove is dithering.

Low-poly is literally model limits, if you make a six sided cube in Blender that's low-poly. The thing you're thinking about is artstyle that actually resembles the games of old, which requires actual artistic talent and not just slapping shaders and PSP quality models together badly.

Not particularly. The game looks fun if they stick to the idea of making a 3d risk of rain, but they're probably gonna focus on big environments and procedural generation, so it's not like they can craft very poignant and well crafted 3D environments.

I mean, it's not bad, but the bare-as-fuck-bones sprites will definitely be missed.
I'd have liked it better if they just added a bit more detail and a fuckton more stuff.

You have to do a ton of extra work to get it looking proper. Remove post processing, unlit materials only, linear texture filtering, etc. It's definitely possible but the engine isn't designed for it.

There are shaders to make it look jank.

Less detailed textures let imagination fill in the blanks and devs had to put in more effort and get creative when designing areas and characters. Right now 3d technology let's you make an exact replica of just about anything right down to the last detail. Back then devs needed to show off a characters personality with what little they had to work with so they pushed the limitations of technology to accomplish that and

NES/SNES sprites will always look beautiful to me. Like look at all those indie games doing pixel art. You can't improve pixel art. It is perfect the way it is. That's why they still do it. Low poly is fucking shit, that's why we moved away from it. There is too much room for improvement. In 20 years people will look at the current generation and laugh at how bad everything looked but pixel art will forever be something people associate with video games and love.

I'm 28 and if you asked me as a kid if /any/ game looked particularly "good", I'd tell you both PS1 and N64 looked like ass. GC was an actual revolution because stuff didn't look like any longer and I could actually tell what the fuck was going on onscreen. REmake, Soulcalibur 2 and Metroid Prim were particularly beautiful.
however, as time went on I realized I was doing a disservice by increasing the internal rendering resolution while emulating. Silent Hill looks beautiful as it is.

I'm not saying the tech is flawless. I still can't get behind the N64 vaseline filter or the PS1 lack of a proper Z buffer. but I'm pretty sure I'm not wearing any goggles at the very least.

The original game? There's a multitude of alterations and art style changes in the remake that don't even remotely match up with the original game, vague though it could be with the simplistic models. Instead of maintaining any of that, they just threw all logic to the wind and did their own thing. That has artistic merit of its own by technicality, especially with making each of the rescues more distinct, but pretty much all of the game's original charm besides the music is gone in the process and undermines the point of remaking them.

Pre-render means rendering something on more powerful machine to later play it on less powerful machine without need for calculations. It's still used in modern gaming.
Crash Bandicoot had pre-rendered levels, because PS1 couldn't handle excessive 3D calculations. That's why it's a corridor most times. FF7 has pre-rendered backgrounds. Diablo 2 has pre-rendered sprites (3D models converted to 2D sprites). Mirror's Edge has pre-rendered self-shadows, that's why it looks better than reboot.
Chrono Cross is not pre-rendered. They are hand-drawn paintings.

How realistic would be for a one man indie dev to make something on the style of Silent Hill 1 by themselves if we ignore stuff that require other people like voice acting? Too big of a scope, do you think or is it doable with today's tools.

The actual in-game environment looks 3 times worse than the concept art. Also they didn't even give the artist the colours of the level, just a model with no lighting.

Sure you can. 3D rendering pipelines are entirely programmable nowadays so pretty much anything can be done. There's shaders out there that replicate all the flaws of the PS1 for example.

Everything looks so wonky and cobbled together in the remake, shit construction, shit architecture, shit materials, like it's ready to fall apart or burst at any moment. There's no rigidity or structure to the levels, marble looks like plaster, stone is now wood, uniform construction is now wonky and unstable, everything is in fucking disrepair.

There really isn't a lot. That era is pretty hard to hack since they were continuously running different sorts of codes to display text in various ways. One moment they're talking in a dialogue box, then they're using text as texture on top of polygons, then they'd change layers or whatever. It's not like in the 2D systems where text appeared in very predictable ways and unencrypted in the same dialogue box and menus. 3D and more RAM opened up a lot of complexity but at the same time there weren't reliable nor standardized methods to do shit so it's very complicated and every game does it completely differentely. It's not like the NES/Famicom that gets multiple translations a month.

Alternatively, your nostalgia for 16-bit sprites and the unfair hate 2D received in the late 90s is what makes you hate early 3D so much. You should try to not replicate behaviors that have hurt you in the past.
Furthermore, complex 2D is not always better than simple 2D sprites. There are many GBC games that I think look better than their SNES counterpart. Dragon Quest III, for example, I played the SNES version first, but I always found the GBC version to be the nicest looking since the details in the SNES version were distracting.

Policenauts is a very notable example, it was a project that took years and years. And it technically counts as two romhacks. Started as a translation for the Saturn version, then they got stuck for a few years, slowbeef showed up and managed to hack the PS1 version and it dragged on for a couple more years until release. Then a few years later they managed to hack the Saturn version as well since it's the definitive version. Shame they didn't manage to hack the PC-98 version which looks fucking kino to me.

WORD ON THE STREET is that Princess Crown is close to being finished, but I only heard it from a guy that knows the hack team, couldn't actually verify it. Then I'm also keeping an eye on Mizzurna Falls that just got a bizarre intermediate release where they number each dialogue and you can check the translation in a text file. But they're working on a proper release.

I think the big chunks are part of it. Sometimes games exaggerate on details. Even realistic games from that era can sometimes be easier on the eye. For example, I really like PS1 NFS, since forests, cities, cliffs, are less noisy looking, with flat shapes and a clear distinction from the road.
In fact, cliffs are the biggest proof of the noise in modern game design. Real life is full of cliffsides made from flat-ish granite with very few cracks, yet you look at Spyro, Crash Team Racing, or many other remakes, and cliffsides are cobblestone.

Many people have many answers. To me, what makes low-poly nice is not so much the low-poly itself, but the pixel-art like textures that imitate light. Untextured modern low-poly games don't look nice.
The advantage of just saying fuck you to dynamic light is that you don't have to deal with wonky lighting in any shots, the characters are stuck with a nice light effect that properly showcases details and the such.
It's also one of the advantages of pixel art.
I noticed this when seeing the "low-poly" mode that A Hat in Time has, the details are much more pronounced on the 'outdated' outfit than on the normal shaded look, especially the scarf and the face.
