Is there anything? There doesn't seem to be any quests, almost no dialogues, it just feels so empty.

the game makes its own quests
shit like you just lost a leg crawl your ass halfway across the map looking for a place that stocks legs. thats intense a fuck if you dont already know where those places are or looked it up.
or you are now a slave escape.
the worst thing you can do is play the game like a youtuber. mine copper make money use money to recruit people then build a base so you can build training dummies and prepare yourself to go out in the world. its boring as shit and time consuming.
the best part of this game is getting in over your head and trying to survive. being prepared and having everything go smoothly is boring. getting prepared in a safe method is incredibly boring.

Join a faction or wage war with one. Become a thief, hunt animals, try to learn the lore, train in martial arts, hunt down bounties, free slaves, capture slaves, enslave people in your own base, give yourself all prosthetic limbs and become a cyborg, collect animals, defeat another faction and watch other factions fill in the power gap, smuggle drugs. You do also realize enemies that invade your base will get stronger and thus you have to research and craft better weapons or armor for your base (or steal it) and work on your skills. The world is fascinating alone and chances are you haven't even seen a small portion of it.

Technically there isn't quests in the sense of a giant marker or blip on your map, you can still do jobs for people and stuff, by talking to some NPCs

Persistent population. Some towns can even be overwhelmed by enemies and get completely taken over/eventually turn into ghost towns. Which you can then loot or set up shop in.

Good question, I suppose there wouldn't be new NPCs. In theory you can genocide the entire map.

Major and faction npcs dont respawn.
Generic enemies do respawn.

towns and camps have populations
generics wandering outsided respawn endlessly

you can kill a town and they never comeback but you will never kill every hungry bandit, skimmer or beak thing
