You want more Spd, her Atk is already decent enough at +10, so +Spd will give her a very good 40. Personally, I'm not a fan of Owl tomes except on armors, but you could also make it work with Wings of Mercy or Escape Route instead, so she can teleport and properly use the Bond and Owl effects. They're also cheaper than a Link skill.

As a reference, you could also go for a full offense set like this if you have her in a mixed team with a Guidance user.

I don't really mind the "price" of Atk/Res Link since it's pretty much the only good skill to kill off Valentine's Titania for, and I don't know when I'll ever use Atk/Res Link on anyone else.
I also don't know what other tome I'd use aside from maybe Raven (excluding -blade since I use Linde for that).
After bonds, refine and standing next to 2 people her stats aren't that bad. If I go +Spd IV and +Spd refine she's sitting on:
41 HP
65 Atk (71 if Link active)
49 Spd
24 Def
43 Res (49 if Link active)
Pretty respectable, imo.
I honestly don't even have a team planned for her yet. Just going to build her because she's cute and figured I'd at least give her a unique build so she does something different than most of my units.
