Wrong. A handful NPCs tell you the Anarchs are bad but the game never actually shows them being bad or doing anything wrong. Instead they regularly save your ass. It is impossible to kill any of the Anarchs and you have no quests against them while you are required to kill LaCroix and Ming in nearly all the endings.
