Lededashing itself isn't hard. You just let go of ledge, double jump and air dodge on stage.
However, in order to do a perfect ledgedash, you need to grab ledge, wait the exact amount of frames before you can let go, immediately double jump and airdodge at the exact right timing in order to maximize invincibility frames. That shit is hard as fuck and WILL get you killed if you flub it.

You don't have to, the Axe method is best for standing shield drops, the method I mentioned is just for shield dropping out of a dash and you don't need to be careful about pressing down (first down then L/R)

The reason Luigi can trigger the invisible ceiling glitch is because his low friction. You can see it in this clip right here. Abate dsmashes S2J's shield, triggering ICG, but before Luigi slides away and ICG deactivates, S2J knees him, sending him into the air.
ICG is still active as long as Luigi hasn't touched the ground for a number of frames and thus, vertical knockback is cancelled.
It's a bit more complicated than that, but that's the basics. A common misconception is that ICG is random, but it isn't. You can consistently trigger it.

Now, that's pretty simple, but did you know that whether Luigi starts the game with a charged cyclone is dependent on port priority, stage and even character match-up?
Yeah, that's right. Depending on what characters you're playing on what stage, Luigi may or may not have a charged cyclone at the start.
